Founded around 1600, Tomsk -- not to be confused with Omsk -- was once Western Siberia's most important city for commerce and industry. That is, until its own peoplestalled its growth, quite literally, by forbidding the laying of the Trans-Siberian Railway tracks nearby (allegedly fearing it would upset horse and carriage traffic). So the small village of Novosibirsk got the tracks (and the traffic), eventually growing into WesternSiberia's largest city, three times the size of Tomsk. Perhaps because Tomsk is off the beaten tracks of the Trans-Siberian, the locals in this city of around 600,000 are known to be warm and welcoming to the few tourists whoventure forth to see the city and its landmarks. Visitors can still catch glimpses of Old Tomsk, a central district of this largely industrial-looking city, marked by classicalSiberian wooden homes. More recently, Tomsk has gained a reputation for a 1993 nuclear accident at the Tomsk-7 plutonium plant. Workers putting nitric acid into a plutonium tank (to separate theuranium and plutonium) ignited waste gasses, causing an explosion that blew off the concrete shield. Widespread disaster was averted thanks to winds of fortune, whichbreezed the fallout away from populated areas. Nevertheless, nuclear safety activists point to the incident as one of the world's worst. Tomsk-7, one of the Soviet Union's top-secret nuclear weapons research facilities, was shrouded in mystery long before the accident -- its importance to the nation's security caused Tomsk to be closed to foreigners until 1991. Though Tomsk has been reopened to the world, it remains one of Siberia's less-visited cities.
